How do you potty a puppy in the rain in a flat or apartment?
Short trip. Same cue. Pay the empty. Leave.
Put the coat or a towel plan ready before the leash. Carry small puppies down awkward stairs if that is safer than a slow slip. Go to the known spot. Say your toilet word once. Wait without a sniff tour. When elimination happens, mark and feed. Go inside. Dry paws. Rest.
If you turn rain into “maybe a little walk,” you teach that wet weather predicts long outdoor arousal and delayed toileting. The criterion is empty, not exercise. Exercise later in dry gear if you need it.

Label the setup you actually have.
US apartment (typical): elevator or stairs to a curb, mulch strip, or building relief area. Plastic bag laws and posted relief zones matter. Some buildings allow a balcony pad only by house rule; check before you invent one.
UK flat (typical): stairs or lift to pavement, a communal garden edge, or an indoor pad when wind and five flights make a thirty-second exit impossible. Pavement toileting etiquette and bagging still apply. “Garden” may be a shared patch, not a private yard.
Learning rules match on both sides of the Atlantic. Empty on the surface you named. Pay it. Do not scold a puppy for hesitating in cold rain; reset setup and pay success. The furniture changes. The criterion does not.
Should you use puppy pads only when it rains?
Only if that is your named rain plan.
Mixing outdoor grass on dry days with a random hallway pad on wet days, without a cue and a station, creates weather shopping. Either:
- outdoor rain plan every wet day, with coat and short curb trip, or
- indoor pad station with the same mat location and the same toilet cue when access is blocked

Make the wet trip winnable.
- Known close spot, not a new block every time.
- High-value pay for eliminating in drizzle. Food from the day’s ration.
- Coat or towel wrap for thin-coated or tiny puppies if cold shuts them down.
- Dry-off ritual indoors so rain predicts warm ending, not lingering damp.
- If the puppy holds past normal intervals, shorten the outdoor ask and consider a pad station for that storm. Pain, strain, or blood is a clinic day.
