Same rule, different floor plans.

A US open-plan kitchen may need a short lead while you cook so the puppy cannot treat your apron as a toy. A UK flat may need a pen in the living room while you dress, because there is no spare bedroom to shut. Dressing gowns and towel hems are high-risk edges in both countries.
